LEEA Appointed Person Lifting Operation
1.Target Group
The Course is designed for persons working as Lifting/Rigging competent person, lifting engineers, lift planners or in the HSE department of construction/
engineering or maintenance, or anyone involved in the managerial role of lifting.
2.Delegate Pre-requisites
Minimum three years’ experience in “lifting activities” and preferably a linguistic ability (English).
3.Physical and Stressful Demands
Training and/or assessment activities contained within this Standard may include physically demanding and potentially stressful elements. All personnel
who participate in such activities must be physically and mentally capable of participating fully.
Therefore, to ensure that prior to participating in practical exercises, the delegates will be required to undergo medical screening by completing appropriate
medical screening form provided by QISC
4.Aims and Objectives
The aim and objective of this course is to provide the candidate with the underpinning knowledge, to be able to understand their roles and responsibilities
when planning lifting operations, as per current legislation, regulations and national, International standards.
5.Learning Outcomes / Assessment Criteria
At the end of the training delegates must be able to:
1. Demonstrate a knowledge of the legislation (Health and Safety at Work) section 2, 6 & 7.
2. Understand and how to interpret the Approved Code of practice for LOLER 1998 & PUWER 1998 regulation governing the use of lifting equipment.
3. Recognize the roles and responsibilities of Appointed person, Crane/Lifting Supervisor, Crane coordinator, Rigger/Slinger, Signaler/ Banskman and
Crane Operator.
4. Understand, interpret and apply the LEEA Code of practice for the safe use of lifting equipment.
5. Understand, interpret and apply BS – 7121 series standards (1, 3 & 5) Safe use cranes.
6. Explain the responsibilities and attributes of the lifting operation team.
7. Demonstrate a knowledge of different types of cranes.
8. Recognize and prevent personal, Work site and environmental hazards & risk.
9. Knowledge of Force Influences & Rating Methods.
10.How to Estimate Loads & How to find Centre of Gravity of Loads?
11.Knowledge of different types of cranes and its parts and accessories and how to carry out a pre operational check.
12.Explain key control-of-work documents and their purpose.
13.Knowledge of different types of lifting equipment and how to carry out a pre and post use check.
14.Knowledge of different types of lifting accessories and how to carry out a pre use check.
15.understanding of the responsibilities of Employing and user organization.
16.Demonstrate a knowledge of the roles and responsibilities of personnel involved in the lifting operation.
17.Demonstrate a knowledge of the types of cranes and its inspection & accept reject criteria.
18.Demonstrate a knowledge of the intermediate inspections, maintenance documentation and rigging loft management.
19.Understand and calculate load bearing capacity of the ground, outrigger set up & Crane pad.
20.Demonstrate a knowledge of the requirements of different types lifts.
21.Describe and explain an understandings of the lifting operation (including risk assessments, lift categorization and method statements).
22. Describe a knowledge of selection of the correct crane for specific lift and its safe set up, Configurations, instruction and supervision as is necessary
for the task to be undertaken safely.
23.Demonstrate a knowledge of consultation with other responsible bodies to ensure effective collaboration.
24.Demonstrate a knowledge of crane communications.
25.knowledge of how to make lift Plan, Risk assessment and method of Statement.
26.Demonstrate in teams the ability of putting theoretical knowledge in to practice by conducting a live lifting operation.
6.Delegate Performance Assessment / Certification / Validity
Delegate Performance Assessment: Delegates will be given a theory assessment paper having 40 Questions in order to test their understanding of the
knowledge elements specified in the Learning Outcomes (Key Learning Points).
The test pass mark is 80%.
For practical session, each candidate must be able to successfully prepare multiple types of lifting plan, a method statement, risk assessment and execution
of a live lift plan.
Certification: LEEA Approved Certification with Three years’ validity
